Elmira Town Siren & Shelter-in-Place Procedures

Our community is a relatively safe place to live, but a serious incident affecting health and safety can happen anywhere at anytime, and it is important to be prepared.

The Elmira Town Siren may be used in the event of: severe weather, gas leaks, transportation accidents, and chemical releases.

The Elmira Town Siren is tested every Saturday at noon. If you hear the Siren outside of its test, this mean 'Shelter-in-Place' This means you must remain inside your home or office and protect yourself there.

  • Go Indoors.
  • Turn off all fans, heating and air-conditioning systems to avoid drawing in air from the outside.
  • Keep Phone Lines Open
  • Listen to Your Radio or a Local TV Station
  • ...and wait for Further Information.

Community Alerting Network (CAN)

Once the Siren has been sounded, and residents have performed 'Shelter-in-Place' procedures, a message will be sent as quickly as possible, via the telephone.

The CAN system is activated by a public emergency authority and automatically phones all homes and businesses in the affected area with a specific warning and/or basic instructions. This message is delivered as simply and clearly as possible. All calls are generated, tracked and backed-up by a sophisticated database computer system to ensure that every number in the list is called - more than once if necessary.
