Performance Measures

 

As required by the Ontario Government through the Municipal Performance Measurement Program (MPMP) the Township of Woolwich must report certain performance data concerning township services.

 

The Township reports on performance data in the following core service areas: Sewers, Water, Roads, Fire, General Government, Land-Use Planning and Parks & Recreations measures.  As a lower-tier municipality, Woolwich is required to report on only those services produced or delivered by the Township. Services such as Police, Transit, Solid Waste and Library Services are reported by the upper-tier, in this case, the Region of Waterloo. The measures and formulae used to determine the efficiency and effectiveness are established by the Province.

 

The objectives for MPMP include: 

  • To assist in improving service delivery
  • To enhance accountability by reporting to taxpayers
  • To increase taxpayer awareness
  • To encourage the sharing of best practices

 

The measurement program is one of several tools used by the Township for continuous improvement of municipal services delivery. The program is important for both short and long-term planning, and reporting of service efficiency and effectiveness.  The measurement program also assists in decision-making by integrating financial and performance data.  

 

NOTICE TO READER

 

Municipalities are unique, and it is important to recognize that raw financial data on services is only one segment of the larger picture of municipal performance. Many factors affect the measurements making comparisons between municipalities difficult. Factors such as organizational structures, program priorities, and even weather conditions vary between municipalities.

 

Equally important is that some measures do not gauge the actual performance of a service. Measures that relate the cost of a service to a municipality's assessment do not measure performance. The total cost of fire service, for example, is not related to the township's assessment. Finally, a few notes specific to the township that should be considered when examining the statistics:

 

  • The Township improves and upgrades roads annually.  This is a multi-year and cyclical improvement schedule;
  • Woolwich Township includes a high number of users of traditional horse and buggy transportation; and

The Township maintains approximately 687 kms of paved and unpaved roads.
