COVID-19 stay informed - Subscribe to this page and get an email for every update

As the 2019 Novel Coronavirus or COVID-19 pandemic continues to evolve, the health and well-being of Woolwich residents remain our top priority. The Township is working closely with area municipalities, the Region of Waterloo, the Ministry of Health, provincial and national partners to respond.

COVID-19 Provincial Response Level

The Ontario government has imposed a provincewide emergency brake as a result of an alarming surge  in case numbers and COVID-19 hospitalizations across the province. The provincewide emergency brake is effective Saturday, April 3, 2021, at 12:01 a.m. for at least four weeks. To learn more about COVID-19 public health measures and advice.

COVID-19 Vaccines

Mass Vaccination Clinics

The COVID-19 vaccines reduce risks of getting the disease by working with your body’s natural defenses to build protection. The vaccines are safe and cannot give you COVID-19. 

The Region of Waterloo is completing Phase 1 and has begun pre-registration for Phase 2 in Waterloo Region. Vaccines will be widely available to the general population in Phase 3.

Local Pharmacies

Starting April 1, 2021, select pharmacies across the province are booking appointments for AstraZeneca COVID-19 vaccines for eligible people ages 55 or older in 2021.   This is separate from the registration system the Region is using, you will need to contact a participating pharmacy near you to book an appointment, locations in Woolwich are:

Joint Media Release - Recreation in Waterloo Region under province-wide shutdown

April 2, 2021 - Waterloo Region will enter the new shutdown with the rest of the province as ordered by the province of Ontario on April 3, 2021. As a result, recreation facilities and community centres in all the cities and townships will be closed, and all rentals and programs within these facilities will be cancelled beginning April 3, 2021 for at least four weeks, pending further direction from the province.

February 12, 2021 - Waterloo Region transitions to Red-Control category; some municipal facilities and recreation programs to re-open under phased approach

Waterloo Region – As the province-wide shutdown is lifted, the Waterloo Region will move into the Red-Control zone on February 16, 2021, as part of a cautious and gradual return to the Ontario colour- coded response framework.

January 14, 2021 - Local municipalities adjust operations as provincial stay-at-home orders take effect

Waterloo Region – Earlier this week, the Province of Ontario declared a second state of emergency and issued stay-at-home orders that went into effect Thursday. Waterloo Region cities and townships continue to work together with local police, public health officials and the Region of Waterloo to meet the new provincial public health measures and to communicate stay-at-home orders.

December 22, 2020 - Township services impacted by provincial shutdown
Woolwich, ON – The province’s announcement that Ontario is moving to a province-wide lockdown will have an impact on programs and services provided by the Township of Woolwich. These changes are effective as of December 26th.  

Essential services, such as, but not limited to, winter control/snow clearance, watermains, municipal enforcement services, building inspections, cemetery services and planning approvals will continue.

June 19, 2020 - Woolwich Township plans to reopen the Elmira Splash Pad and offer day camps starting July 6, 2020

June 19, 2020 - The Elmira Splash Pad will reopen on Monday, July 6, 2020 from 11:00 am to 7:00 pm, seven (7) days per week (weather permitting). The Township is also pleased to announce that day camps will be offered in Elmira and Breslau starting July 6, 2020 as permitted by Provincial Orders.

Pandemic Heroes Program

The Township is seeking your assistance in identifying individuals or groups in our community who have been working behind the scenes in healthcare, not-for-profit and community organizations and who continue to go above and beyond to help others during this trying time.

We have broken our Pandemic Heroes criteria into three categories. Please feel free to provide suggestions for ‘Heroes’, along with a brief description on their efforts of going above and beyond in any or all of these categories. All nominations will be reviewed by Council for validity and to ensure they meet the intent of the program:

  1. Healthcare - An individual who has created or promoted ways to keep the physical health and mental wellbeing of residents in Woolwich Township at the forefront throughout COVID-19, despite facing possible physical or personal sacrifices of their own;
  2. Community - An individual who has contributed to the overall wellbeing of Woolwich Township residents by spearheading a small or large initiative outside the realm of their regular job descriptions in any sector, such as education, police, fire, and municipal administration;
  3. Not-for-Profit - An individual or organization that has, or continues, through a selfless act or ongoing actions to assist those in need in Woolwich Township as they struggle in their daily lives as COVID-19 crisis continues to unfold.

Nominations are open from March 17th – April 16th, 2021.

The selected award recipients will receive a certificate signed by Mayor Shantz and will be recognized during the Township’s Positive Pandemic Impacts Virtual Event on May 26th, 2021

Township Services, Facilities, and Programs

The Township continues to provide critical and core services. We are asking residents to try to conduct business online, by phone or to delay non-essential business. During this time please be patient, it may take staff longer than normal to respond to other inquiries as we respond to critical matters first.

Administration Office

The Administration Office is open to walk-in public traffic.  With staff working a mix of in office and from home, it is recommended to book an appointment before visiting the office to ensure we are available to assist you.  

Residents are requested to access services through our website, by email or by telephone. Please visit the Contact Us page on our website to contact staff directly.  There is a drop box located at the side of our building along Maple Street, which offers a contactless option for dropping off payments, building permits or documents.

Parks, Trail and Outdoor Amenities

Woolwich outdoor recreational amenities including sports fields, playgrounds, outdoor fitness equipment, dog parks, picnic shelters and benches are open to the public. Please respect provincial orders on physical distancing, hand hygiene and public outdoor gathering limits of 5.

Trail Closures

Woolwich Township in conjunction with the Grand River Conservation Area (GRAC) remind residents that certain areas and parks and closed:

  • The Mill Race Trail and the parking lot at 32 Front St., St. Jacobs are closed.

We encourage residents to stay in their neighbourhoods, do not drive to parks or trails, respect signage and follow appropriate social distancing. Visit Grand River Conservation Area (GRAC) and Ontario Provincial Parks for more information on updates and closures.

Other Resources & Information

Construction Projects

Infrastructure like roads, bridges, watermains, sewers and more are essential services that we rely on every day. To maintain our infrastructure, Woolwich Township and our contractors will continue work on essential construction projects.

We understand that some residents may have concerns with construction moving forward during the COVID-19 pandemic. Contractors working for the Township will employ policies and procedures to protect the health and wellness of workers, and the community in general, as part of a Contractor Health and Safety Plan specifically tailored to current pandemic requirements and the particular project. Contractors will adjust these policies and procedures as necessary in accordance with relevant Federal, Provincial and Regional guidelines related to the COVID-19 pandemic issued at any given time. Township staff and consultants working for the Township will similarly be following all relevant COVID-19 guidelines during construction.

Frequently Asked Questions

Why is the Township proceeding with construction work at this time?
Projects that are starting new or are a continuation of a previous year’s work were considered critical through the Township’s asset management and project planning procedures to maintain functionality of the road, sewer and water systems. It is important that these works continue in order to avoid falling behind and potentially experiencing breakdowns and loss of service.

More specific information for each project will be provided to affected homes and businesses in each construction area by mail, email and/or on the Township’s website.

Will anyone need to access my home or business? 
At this time, we do not anticipate that anyone will need to access your home or business in most cases. Should the need for access arise, we will provide as much prior notice as possible and make necessary arrangements to complete the work in a manner consistent with current Health and Safety policies and procedures.

Should you receive a request from a contractor to access your home or business and you have concerns, please contact the Township’s project manager responsible for the specific project in your area.

Contact information for the Township’s Project Manager will be included on any notices that you receive and is available on the Township’s website or by calling the Township at 519-669-1647.

Will emergency vehicles be able to access my home or business?
Yes. Traffic restrictions and closure requirements will vary on each project. You will receive information on these requirements in advance from the Township’s project manager if you live or work at a property directly abutting the proposed construction. Each project will have measures in place to maintain emergency access at all times. Emergency Services will be advised in advance of these specific requirements for each project.
How will my utilities be affected?
All utilities in the Township have essential staff available should any emergency situation arise that causes a disruption to service.
How will contractors protect workers and members of the public?

Contractors working for the Township will employ policies and procedures to protect the health and wellness of workers and the community in general as part of their project specific Health and Safety Plan. Contractors will adjust these policies and procedures as Federal, Provincial and Regional guidelines related to the COVID-19 pandemic issued change. At a minimum, there will be worker monitoring and sanitation measures in place, physical separation will be maintained whenever possible and additional personal protective equipment (PPE) will be used, if required. Any workers that have symptoms or are otherwise not feeling well will be staying home and following current public health procedures. Interactions between contractors and the public will not generally be required in order for the contractor to perform their construction activities. Where direct communications with the public are necessary, contractors will follow policies and procedures that align with current guidelines in place at that time.

We remind everyone that staying as far away from work areas as possible is always a good idea. With our community’s children home from school during the day we would especially like to remind parents and caregivers that children must avoid playing in or around any work site. The contractors will be reminding anyone who gets too close to the work area to keep a safe distance away.

What if a member of my household or business has any specific needs?
If someone in your home or business has physical disabilities or special needs for accessing your property, please contact the Township’s project manager responsible for the specific project in your area so that we can help ensure access is maintained where and when possible.

Special Events & Cancellations

In keeping with public health advice, the Township is not accepting special event permits for recreation facility use at this time, as the COVID-19 situation continues to evolve, the status of facilities and services may change. 

Special events which occur within the Township road allowance or on Township property do require a Special Event Permit which is issued through Infrastructure Services.  Applications being submitted for events are being reviewed on a case by basis, and must adhere to all Provincial guidelines and local Public Health regulations.  Before starting a Special Event Permit application, please read the information regarding Special Event Permits on our Roads and Sidewalks page.
