Voter Qualifications and Voters' List

You are able to vote in the 2022 Municipal Election if you:
- are a Canadian citizen,
- are at least 18 years old,
- live in Woolwich Township, or are the owner or tenant of land in Woolwich, or the spouse of such a person, and
- are not otherwise prohibited from voting.

Are you on the Voters' List?
After September 1, 2022, you must apply to the Township Clerk if you wish to add your name to the Voters' List or correct your information. This can be done by:
- Contacting our Corporate Services department at 519-669-6000 during the hours of 8:30 a.m. - 4:30 p.m.
- Email us and include your full name and address, and we will check if you are on the list
- You can wait to see if you get a voter notice letter by October 7
- Attend one of our Help Centres, which are offering after-hours options
The deadline to apply for changes is October 24, 2022 at 8:00 p.m., when voting closes. If you wish to change your school support after September 1, you must contact the Municipal Property Assessment Corporation (MPAC).

How to Vote
|
There are three methods of voting in the 2022 Municipal Election:
- internet voting,
- telephone voting, and
- paper ballots cast in-person at specific voting locations on Election Day.
Internet and telephone voting will open on October 14, 2022 at 10:00 a.m. and end at 8:00 p.m. on October 24. Paper ballot voting will open at 10:00 a.m. on Election Day only (October 24, 2022) at three locations and end at 8:00 p.m. Proxy voting is not allowed this year.

All Voter Help Centres are open to every eligible voter. You can visit whichever location is the most convenient for you, even if it's not in your ward. For the location of each Voter Help Centre, see the Township's Ward Map and Help Centre Locations.
Voters will need their Voter PIN number and birth date to vote online or by telephone. This information is included in the Voter Notice Letter mailed to voters in late September. If you haven't received your Voter Notice Letter by October 7, please contact the Township at 519-669-6000 to see if you are on the Voters' List.
Voters are able to log into the internet or telephone voting system from anywhere using:
- their Voter ID and PIN number (included in the Voter Notice Letter), and
- their year of birth.
Each voter accepts an Oath of Qualification in order for the system to provide their ballot. The ballot shows the race (the position you are voting for), the maximum number of selections, and a list of candidates to choose from. You cannot vote for more than the maximum number of candidates, but you are able to cast a blank ballot or cast a ballot where one or more races are blank.

Your Voter Notice Letter will provide information on how to vote online or by telephone. For more information on voting procedures, view the 2022 Municipal Election Procedures guide.
Please consider voting by internet or telephone to avoid lineups on Election Day. The voting period opened on October 14 at 10:00 a.m. and will close on October 24 at 8:00 p.m.

In-Person Voting Requirements

To cast a traditional paper ballot on Election Day at the Woolwich Memorial Centre, the Breslau Community Centre, or the St. Jacobs Fire Hall from 10:00 a.m. to 8:00 p.m., please bring:

Valid Forms of Identification
|
Please ensure your proof of identification is one of the types listed in Ontario Regulation 304/13. Some of the most commonly used pieces of identification include:
- An Ontario driver's licence;
- An Ontario Photo Card;
- An Ontario Health Card (photo card only);
- An Ontario motor vehicle permit (vehicle portion);
- A mortgage statement, lease, or rental agreement relating to property in the Township;
- An income tax assessment notice;
- A property tax assessment;
- A credit card statement or bank account statement; and/or
- A utility bill for hydro, water, gas, telephone, or cable TV, or a bill from a public utilities commission.

Voter Notice Letter

Voter Notice Letters were mailed out on September 26, 2022.
You will need a Voter Notice Letter with your PIN to vote online or by phone. If you need help voting or are voting in person, please bring your Voter Notice Letter to a Voter Help Centre for faster service.
Voter Notice Letter Issues
- If you have not received a Voter Notice Letter, please contact the Township's Main Reception at 519-669-6000 or visit aVoter Help Centre
- If you got a Voter Notice Letter that doesn't belong to you or anyone in your household, you may deliver it to the voter if you know them, return to sender, or bring it back to the Township Office
- If you received more than one Voter Notice Letter, please contact the Township's Main Reception at 519-669-6000 as one of the letters may have been disabled

Institution and Retirement Homes
Election staff will visit institutions and retirement homes on Election Day as they have in past elections.

Voter Help Centres

Voters can visit any Voter Help Centre, regardless of ward, during the voting period to:
- Vote by internet,
- Update their information on the Voters' List,
- Add their name to the Voters' List, and
- For any other assistance with the election.

Woolwich Township will never call or email you asking for your Voter ID or PIN.
To ensure secrecy, confidentiality, and privacy while voting, please:
- ensure no one else is listening on the same phone line while voting, and
- do not use public WiFi if you are unfamiliar with the security settings.

Download the Scytl Verify app for your smart phone on the Apple App Store or on Google Play to verify your vote within 30 minutes of voting.
Why verify your vote?
The Scytl Verify app offers you with an extra level of confidence and transparency in online voting by allowing you to confirm:
That your ballot was received by the digital ballot box after you vote; and, That your selections match how you voted.
This step is entirely voluntary. You don’t need to verify your vote for it to be counted.
As soon as you submit your ballot on the online voting website, your selections will be included in the election results.
The Scytl Verify app is not used to vote.
Verifying your vote is easy!
Here’s how it works:
- After you cast your vote, you can verify it within 30 minutes (service available until 7:30 PM on Voting Day)
- Download the Scytl Verify app from the App Store or Google Play on a second device
- Scan the QR code on your confirmation screen on the online voting website
- Enter your Voting PIN and date of birth
- A secure preview of your ballot will display on your device just as it’s recorded in the digital ballot box (this may take a few minutes)
- Verify your selections and follow instructions on the app

Internet, Telephone, and Paper Voting Background
|
Staff sent a report to Council on March 28, 2022 (Report C05-2022) outlining voting methods for the 2022 Municipal Election to ensure a voting method that is:
- Fast and Convenient - voters may cast their ballot from anywhere using a computer, smart phone, tablet, or touch-tone telephone 24 hours a day throughout the voting period;
- Reliable and Secure - internet and telephone voting is an innovative election method that has been used successfully in Ontario municipalities for over 15 years and includes comprehensive security controls to ensure each ballot is secret and protected;
- Accessible - whether a voter is away on personal travel, suffering from an illness, working days or nights, has a disability, or has difficulty travelling, they may cast their ballot from anywhere with an internet connection or telephone; and
- Cost Effective - internet and telephone voting is faster, more convenient, and accessible to voters at a similar or lower cost to other voting methods.
The internet voting method has been available to municipalities for more than 15 years and allows voters to access the voting process from anywhere in the world, 24 hours a day, for as long as the voting period is open. Telephone voting is comparable to telephone banking and is like internet voting, but voters make their selections by touch-tone phone. Telephone voting is not compatible with rotary phones. Voters will also have the option to vote with a traditional paper ballot on Voting Day, October 24, 2022 at select locations.
