Elmira and St. Jacobs Visitor Parking 

The downtown cores of Elmira and St. Jacobs offer free on-street parking for up to two-hours in Elmira and up to three-hours in St. Jacobs, unless posted otherwise. If you are a resident, shopper or visitor and would like to park all day, the Township offers the following off-street parking locations for free in Downtown Elmira or Downtown St. Jacobs:

Elmira St. Jacobs
Wyatt Street Parking Lot - All Day Front Street Street Parking Lot (Bus Parking) - All Day
Maple Street Parking Lot - All Day Albert/ Water Street Parking Lot (Car, Camper and Bus) - All Day

Between the hours of 2:30 a.m. until 6:00 a.m. parking in all municipal lots and some private lots in the Township is prohibited and may result in a ticket. For more information, view the Private and Municipal Lot Parking By-law 71-2012.

Township Parking Regulations

The Township of Woolwich actively enforces it's Traffic and Parking By-laws and Winter Parking Ban to ensure order and safety for vehicles, horse-drawn carriages, pedestrians and residents. 

Common Examples of Parking Infractions

  • Parked for more than 24 hours
  • Within 3 metres of a fire hydrant
  • Within a designated Fire Route
  • On or overhanging any curb, boulevard, sidewalk or multi-use trail
  • Within 9 metres of an intersection
  • Within 1.5 metres of a driveway
  • Within a designated bike lane 
  • In an accessible parking space, unless you display an Ontario accessible parking permit on the vehicle
  • Parking in a designated horse-drawn space
  • Parked facing the wrong way
  • Parking a trailer more than 10 metres in length

Parking Permits

Wyatt Street, Elmira

For residents living in Downtown Elmira, the Township of Woolwich issues a limited number of parking permits for the Wyatt Street parking lot in Elmira free of charge. Residents are required to renew your parking permit by December 31st of each year. To obtain a parking permit call, 519-669-6000 or come into the Township Administration Office at 24 Church Street West, Elmira. You are required to provide your name, address, phone number, license plate, make, model and year of your car. 

Parking overnight in Municipal Parking Lots is prohibited without a permit (in select municipal lots) and Municipal By-law Enforcement Officers will ticket vehicles without a valid permit. The Township is not liable for vehicle damage caused by road or sidewalk snowplows.

Overnight Winter Parking

The Township issues Overnight Winter Parking Permits in specific municipal parking lots during the Winter Parking Ban months (December 1 to March 31); a parking permit is required to be purchased (on a daily basis) and posted in the parked vehicle.  To learn more, visit our Snow and Significant Weather Events page.

 

Parking Tickets 

If you are issued a parking ticket by the Township of Woolwich, you can pay the lower amount listed on the ticket within 15 days of the infraction. The Township accepts payments for parking tickets:

  1. at the Township Administration Office by cash, debit or cheque made payable to the Township of Woolwich
  2. by depositing cash or a cheque in the secure drop box, located on the Maple Street side of the Administration Building
  3. through the online parking ticket payment page (a $1.50 service charge applies), or
  4. by sending a Cheque by mail, quoting the ticket number.

If payment is not received within 15 days of the date of infraction or a request for trial has not been made, an additional $15.00 administration fee will be added to the ticket and the owner of the vehicle plate will receive a Notice of Impending Conviction (NIC) Letter in the mail and they must pay the higher amount listed on the ticket. If payment has not been received within 21 days of the date of the NIC Letter, tickets are sent to the Provincial Offences Court and all payments must be completed through the Court. The Court may add additional fees.

If you wish to dispute your ticket in court, you can fill out the back of the ticket and send it to the Township Administration Office and the Provincial Offences Court will set a trial date. 

Frequently Asked Questions 

How long can I park on the street?

Residents may park up to 24 consecutive hours on Township Roads where parking is permitted. 

Can I park my vehicle and block the sidewalk?

Blocking the sidewalk with your vehicle is not permitted. 

Can I pay a parking ticket online?

Yes, go to our online parking ticket payment page. A $1.50 service charge applies.

It may take up to 2 days after a ticket is issued for it to be payable online. Tickets cannot be paid online if you have requested a trial or the ticket is past the deadline and has been sent to court.

Can I pay a parking ticket over the phone?

The Township of Woolwich does not accept payment of parking tickets over the phone. Tickets can be paid:

  1. at the Township Administration Office by cash, debit or cheque made payable to the Township of Woolwich
  2. by depositing cash or a cheque in the secure drop box, located on the Maple Street side of the Administration Building
  3. through the online parking ticket payment page (a $1.50 service charge applies), or

Can I park a moving pod on the street? 

No, parking moving pods on the street is not permitted. 

Why don't I see parking by-laws being enforced? 

The Township works primarily on a complaint basis, except during the winter parking ban and during snow events. To log a complaint we require information from the complainant (name, address and phone number) and the address of the complaint. The Township does not follow up on anonymous complaints.  

Can I receive a permit or exemption to park on the street during the Winter Parking Ban or a Snow Event? 

The Township does not issue permits for on-street parking during the the Winter Parking Ban months or a Snow Event.

If there is no snow, can I park my vehicle on the street during the Winter Parking Ban or a Snow Event?

Any vehicles parking on the street during the winter parking ban or during a snow event may be ticketed.

The Winter Parking Ban is not weather dependent.

Snow events are declared when the weather forecast is for substantial snowfalls, ice or freezing rain events. Snow events may start well before the weather begins to allow staff to prepare the roads. If the weather changes, the Township may cancel the snow event by posting online.

Can I park in a Municipal Lot or at the Woolwich Memorial Centre or Breslau Community Centre during the Winter Parking Ban?

Parking in Municipal Lots or at the Community Centres is not permitted, unless a permit is obtained.

What is Apron parking and is it permitted during the Winter Parking Ban?

Apron parking means parking your vehicle on the paved portion of your driveway between the sidewalk and the roadway. Apron parking is permitted in the Township, provided the vehicle is parked perpendicular to the driveway and does not block the sidewalk.
