Council Meetings

We're on YouTube!

Did you know that meetings of Council are livestreamed on our YouTube channel? Live meetings will appear first on the home page once the live stream has started. If you don't see a live video when a meeting is scheduled, please be patient as the meeting may start shortly after the scheduled start time and try reloading the page. To view recorded meetings, click on videos and look for the meeting date or find video links along with minutes and agendas in the Council and Committee Calendar. Wondering when the meetings are held? View the 2025 Council Meeting Schedule in PDF.

Participating in Council Meetings

Residents can participate in meetings by:

  • Watching or listening to the meeting in person or virtually on the Woolwich YouTube channel
  • Submitting a comment in writing before noon on the day of the meeting
  • Speaking to Council at a meeting in-person or virtually (Zoom)
  • Reading meeting minutes

If you want to speak to Council as a delegate, please complete the Speak to Council Registration form. The deadline to register to speak to a new topic is 12 p.m. the Wednesday before the scheduled meeting. If you wish to speak to an item that is already listed on the published agenda, the deadline to register is 10 a.m. the day of the meeting.

If you have concerns about connectivity or using remote meeting technology, we encourage you to also submit written comments. Written comments do not limit your opportunity to speak at a meeting. To submit a comment or for alternative participation options, please contact the Clerk's Department before 12 p.m. (noon) the Wednesday before the meeting.

To Register

To register as a delegation to speak before Council, please complete Speak to Council Registration Form or contact the Council & Committee Support Specialist if you have questions.

Registration Deadlines

New Items

If you are bringing a topic to Council, the deadline to register as a delegate is 12 p.m. (noon) on the Wednesday prior to the meeting. Your topic and delegation will then be included on the meeting agenda that is published the next day. Any requests to speak to new topics that are received after this deadline, will be scheduled instead for the next available meeting of Council.

Items Currently on the Agenda

If you wish to speak to a topic that is already on the published agenda, complete the Speak to Council Registration Form by 10:00 a.m. on the day of the meeting. Your delegation will then be included on the Revised Agenda, which is published by 1:00 p.m. on meeting day. Please note that requests for new topics/items are not accepted for the revised agenda.

When requesting a meeting date:

Time Limit

Individual delegates are given seven (7) minutes to speak. There will be a timer to assist you in keeping track of your speaking time, with a warning sound given when one minute remains, and again when your time is up.

Group delegations are given a total of ten (10) minutes to speak and will also have a timer.

Delegates may request more time, which is set at the discretion of the Clerk or Council.

Presentation Materials (PowerPoint, Documents, Videos, etc.)

Delegations are encouraged to submit materials outlining their position by 12 p.m. (noon) on the Wednesday before the meeting. Material submitted by this time will be included in the Agenda package. If a delegation is unable to submit the written information in advance of the meeting, they should provide 16 copies for distribution to Council and staff.

If you will be using a PowerPoint presentation or other visuals, an electronic copy must be provided to Township staff by the Monday before the meeting. If you have any additional audio/visual requirements, you should let staff know at the time of registration.

Important Information for Speakers & Attendees

The Township encourages members of the public to comment on matters of interest to them. However, delegations are cautioned that if derogatory or inappropriate remarks are made, the delegation will not be permitted to continue speaking, and the comments will not be recorded in the meeting minutes. Applause, booing, or other audible demonstrations of support or opposition are prohibited.

Delegations are requested to respect all citizens, members of Council, and staff, regardless of differing opinions and views. Please display the same courtesy and respect to others that you expect for yourself.

As a delegation, you must also be aware that all Council meetings are open to the media and your comments may be reported in the newspaper or on television, and can be viewed on YouTube.

The use of cameras and recording equipment is generally allowed but may be prohibited if disruptive to the meeting. Picket signs or placards are not allowed in the Council Chambers or on any Township property where a meeting is being held.

All agendas and minutes for Council and Committees can be found in the Council and Committee Calendar.

  1. Agenda - Agendas are posted online by 3:00 p.m. on the Thursday before the meeting. Agenda packages include all supporting documentation in addition to the agenda.
  2. Revised Agenda - The agenda may be updated by 1:00 p.m. on the day of the meeting. If there are no updates, a revised agenda will not be posted.
  3. Minutes - Meeting minutes are the official record of the meeting. Minutes are not final or posted until they have been approved by Council.

Types of Council Meetings

Acting Mayor

Council has approved a rotating schedule each year for the Acting Mayor. The Acting Mayor is a member of Council who fills the Mayor's role in the case that the Mayor is absent from a meeting due to illness, out of town attending a conference or otherwise, or if the Mayor’s seat becomes vacant. The Acting Mayor may be called up to chair Council meetings, represent the municipality at official functions, and carry out the duties of the head of the Council as needed.
