Woolwich Council Updates Elmira Sidewalk Snow Clearing Service Model Following Program Review
Council decision reflects service performance review and shifts winter maintenance responsibilities beginning in 2026–2027
WOOLWICH – Woolwich Council has made the decision to discontinue the Elmira sidewalk snow clearing program at its June 23rd Council meeting. The decision follows a review of service performance, costs, and consistent resident feedback from the most recent winter season, which identified significant challenges with the program. These challenges included contractor performance issues, documented impacts to private property, and ongoing concerns from residents about the reliability of service.
Beginning in the 2026–2027 winter season, responsibility for clearing sidewalks in Elmira will shift to property owners and businesses, consistent with standard practice across the Township and most Ontario municipalities. The Township will continue to maintain sidewalks on municipal property, including parks and other public spaces, through existing winter maintenance contracts.
“This decision follows a comprehensive review of how the program performed during the most recent winter season,” said Mayor Sandy Shantz. “Council heard clear concerns from residents about service reliability, property damage, and cost, and has taken action to move toward a more consistent and sustainable approach to winter maintenance. We also recognize that some residents may not be able to clear their sidewalks themselves, and staff are working with community partners to identify resources and support that can assist those who may need help.”
During the most recent winter season, the Township received 405 formal complaints related to sidewalk snow clearing services, compared to 14 in the previous winter season. These complaints reflected a range of service concerns, including inconsistent clearing, delays in response times, and issues related to contractor performance.
“This program had become increasingly difficult to deliver consistently under the conditions experienced over the past winter season,” said Jared Puppe, Director of Infrastructure Services. “This decision allows the Township to focus on maintaining core municipal infrastructure while ensuring a more sustainable approach to winter maintenance moving forward.”
The Township has contacted residents regarding outstanding property damage concerns related to the 2025–2026 sidewalk snow clearing program. Based on additional inquiries received from the public, staff are currently reviewing and coordinating any remaining repairs and expect all outstanding damage-related matters to be addressed within the next month.
A 2026 sidewalk snow clearing charge will appear on tax bills for properties in Elmira. The charge reflects costs associated with the 2025–2026 sidewalk snow clearing season and previously approved program costs. Beginning with the 2026–2027 winter season, residents will no longer see a dedicated sidewalk snow clearing charge on their tax bills.
Responsibility for clearing sidewalks adjacent to private property will rest with homeowners and businesses, while the Township will continue to maintain municipal sidewalks, parks, and other public spaces.
The Township is working to support a smooth transition, with a focus on residents who may face challenges with winter maintenance due to age, mobility, or accessibility needs. Further information on available resources and supports will be provided ahead of the 2026–2027 winter season to help residents understand their responsibilities under the updated model.
