The Township of Woolwich's Water Allocation Policy was adopted by Council on June 23, 2026 to guide how the Township of Woolwich prioritizes and assigns water supply capacity for new development on Township serviced lands. This page provides:

Water Allocation Policy

The Water Allocation Policy establishes a clear and equitable framework for evaluating residential, mixed-use, industrial, commercial, and institutional development applications, in alignment with the Region of Waterloo's Water Supply Capacity Allocation Policy for the Mannheim Service Area.

The Policy responds to current water servicing constraints in the Region by balancing community benefit, affordable housing, complete communities, and economic growth, while ensuring accountable and transparent decision-making.

The Water Allocation Process Chart shows when a Water Capacity Application Form must be submitted during a Building Permit, Consent, Site Plan, or Plan of Subdivision or Condominium application, and what happens after submission.

Water Capacity Application Form

If you are proposing a development project on Township serviced lands, you must complete and submit the Water Capacity Application Form in accordance with the Township's Water Allocation Policy.

The water capacity application form will be used to calculate the requested water demand on the system and will be used for tracking and reporting of assigned water capacity. Water allocation for Woolwich developments will be dependent on the available water supply capacity provided by the Region, and adherence with the Policy and the  Prioritization Framework which forms a part of the Policy. 

Application Review Cycle 

Applications are reviewed on a quarterly basis. For each review, the submission deadline is the 8th day of the first month of the quarter. Applications received on or before the deadline will receive a response from the Township within three weeks. Applications received after the deadline will be carried into the next quarterly review.

The next submission deadline is October 8, 2026 for the Q4 2026 review.
