Water Allocation Policy

The Water Allocation Policy was adopted by Council on June 23, 2026 to guide how the Township of Woolwich prioritizes and assigns water supply capacity for new development on Township serviced lands. The Policy establishes a clear and equitable framework for evaluating residential, mixed-use, industrial, commercial, and institutional development applications, in alignment with the Region of Waterloo's Water Supply Capacity Allocation Policy for the Mannheim Service Area.

The Policy responds to current water servicing constraints in the Region by balancing community benefit, affordable housing, complete communities, and economic growth, while ensuring accountable and transparent decision-making.

Water Capacity Application Form

Proponents seeking water supply capacity for a development on Township serviced lands must complete and submit the Water Capacity Application Form in accordance with the Township's Water Allocation Policy. Applications are evaluated against the Water Allocation Prioritization Framework set out in Schedule A of the Policy.

Applications are reviewed on a quarterly basis. The first review will take place in July 2026, with a submission deadline of July 8, 2026. Applications received on or before each quarterly deadline will receive a response from the Township within three weeks. Applications received after the deadline will be carried into the next quarterly review.
