Internet and Paper Voting Background

Staff sent a report to Council on January 20th, 2026 (Report C01-2026) outlining voting methods for the 2026 Municipal Election to ensure a voting method that is:

  • Fast and Convenient - voters may cast their ballot from anywhere using a computer, smart phone, or tablet, 24 hours a day throughout the voting period;
  • Reliable and Secure - internet voting is an innovative election method that has been used successfully in Ontario municipalities for over 15 years and includes comprehensive security controls to ensure each ballot is secret and protected;
  • Accessible - whether a voter is away on personal travel, suffering from an illness, working days or nights, has a disability, or has difficulty travelling, they may cast their ballot from anywhere with an internet connection; and
  • Cost Effective - internet voting is faster, more convenient, and accessible to voters at a similar or lower cost to other voting methods.

The internet voting method has been available to municipalities for more than 15 years and allows voters to access the voting process from anywhere in the world, 24 hours a day, for as long as the voting period is open. Voters will also have the option to vote with a traditional paper ballot on Voting Day, October 26, 2026 as well as Saturday, October 17, 2026 and Sunday, October 18, 2026 at select locations.
